(a) General Rule:
All commercial motor vehicles transporting cargo on public roads must be loaded and secured in a manner that prevents cargo from leaking, spilling, blowing, or falling from the vehicle.
(b) Prevention Against Loss of Load:
Cargo must be secured in accordance with this subpart to prevent any loss of load during transportation.
(c) Prevention Against Shifting of Load:
Cargo must be properly contained, immobilized, or secured to prevent shifting that could affect vehicle stability or maneuverability.
